I regret that the arrangement which the Hongkong Government oonoluded with the Canton Government for the sett mwnt of this incident should have been made on terma which in

moment hould bei washard would involve us in a breach o the circumstances

faith not only to the various foreign Governments associated with us in the prohibi ti on of;árns and ammini ti on into China but also to the Chinese Government.

I cannot understand why the Aoting Consul General Canton did not keep me informed of what was in progress.
